For a hair cloning treatment to be available in even almost 10 years, it should go in clinical trials at least in 2019-2020. That means - whatever hurdles are present, the gap should be closed in the next 5 years. When something which is much simpler in terms of treatment runs into unseen hurdles, one can assume reasonably that it 'could' be the case with cloning too. And in fact, they are right now tackling hurdles. But newer ones might appear. The thing is even something 'seemingly' as simple as a hair follicle hides a tremendous amount of biological complexity behind it (we are a result of millions of years of evolution, it is like reading a book written by nature and revised over a span of millions of years) and i think it would be a great triumph if scientists can start the ball rolling over cloning stuff and they start with human hair.
