The government should send out agents to assess the Norwood level of every male.

Then man with the lowest Norwood level, Andrew Napolitano, will be made Supreme Ruler.

Men with Norwood levels between 0 and 1 will be considered nobility and be given free money by the government

Men with Norwood levels between 1 and 2 will be serfs who work the fields for low pay

Men with Norwood levels between 2 and 3 will be put in concentration camps and be forced to do hard labor for their entire lives, and then be systematically exterminated once they reach NW4.

This will be so much better for women all over the world. This way, they won't have to deal with the displeasure of seeing bald males.
