If you're not doing it already and more importantly if it's convenient for you, perhaps you'll try to leave each targeted "interviewee" a written questionnaire specific to their research orientation or agenda?
You might want to include a stamp and self addressed envelope for each form? It's one more hassle, but as you 've learned particularly in these types of formats, time constraints are generally an issue.
They may even appreciate that you give them a choice to either forward it to you the next opportunity, leave it at check-out or snail it to you at their earliest convenience.
This approach may also work in your best interest and allow you to prioritize your own agenda better. Hope I've made a little sense.
