Sorry, just noticed I forgot to reply this one:
where I live, they are both OTC in pharmacies
AND
the 2% shampoo is available on Amazon.

If that was not the case, I would try with international orders from Amazon &/or pharmacies:
the stuff is cheap enough that a possible customs confiscation should not kill you.

If you want to tank your libido then take progestogen
