I said it before, I'll say it again, though it will probably be ignored:
In general, but especially if you are ugly, besides following a strategic plan to look better over time, work on your mood, ideally at least partly by improving systemic health.
And then my experience with women: presence, being happy and not using them to stabilize your own mood(big one) are all big factors in their interest in your. I can't speak for how they compare to looks, because I haven't have only had my own looks(though they did fluctuate somewhat over time). I suspect looks play a dominant role, and I suspect a combination of healthful and youthful features with masculinity is ideal, the better one can combine both, the better one is off. Which is more important probably does change with the woman's age, but I'm in my mid 20s, and the oldest girl I've been with was in her early 30s, so I can't definitively speak about that from my own experience.
I think it's a very good idea to systematically improve looks, and hair is a big part of that, but getting too attached to the outcome is just painful.
