It's certainly not cultural differences. Like some white people would talk about just about the most boring things like how they did their laundry on Saturday to their peers but in a room full of minority people they'd be silent as fuk. Almost like they are socially awkward or something.
I think the reason many white Americans do that is as a coping mechanism to avoid discussing controversial topics. It's an artificial mechanism to remain polite, just talk about the laundry or about the weather.
If you start discussing politics, or anything on which somebody might have an opinion, there's a risk that somebody will be offended. So some people avoid those topics like the plague,
"ummmmmmm ! the weather is so nice today !!!!!!!!!!!"
